Recently, a delegation led by Mr. Wen Pengfei, General Manager of Shanghai Nenghui Technology Co., Ltd. (Stock Abbreviation: Nenghui Tech, Stock Code: 301046), together with strategic partners, paid an official visit to the Government of Djibouti. All parties conducted in-depth discussions on the construction of a computing center-supported “Energy Island” project in Djibouti. The project covers a full range of infrastructure including photovoltaic power generation, wind power, energy storage, microgrids, power transmission lines and substations.

Located in northeastern Africa on the western coast of the Gulf of Aden, the Republic of Djibouti guards the Bab-el-Mandeb Strait, a strategic gateway connecting the Red Sea and the Indian Ocean, serving as a crucial transportation hub linking Europe, Asia and Africa. Faced with energy scarcity, Djibouti is vigorously advancing energy transformation. In accordance with its 2015–2035 Vision Plan, the country aims to fully adopt clean energy and eliminate reliance on fossil fuels by 2035. Endowed with abundant wind, solar and geothermal energy resources, Djibouti boasts solid natural foundations for energy transition.

In terms of digital development, Djibouti is accelerating its digital transformation through international cooperation. The 2035 Vision Plan clearly positions Djibouti as a “Red Sea Beacon” — a regional logistics, information and financial hub in East Africa, with informatization as one of the core pillar industries. As a major landing station for submarine optical cables in East Africa hosting 10 international submarine cable systems, Djibouti possesses outstanding potential to develop into a regional information hub.

The proposed “Energy Island” initiative is designed to provide stable and green energy supply for computing centers by supporting renewable energy infrastructure including photovoltaic, wind power, energy storage and power grid facilities, which is highly aligned with Djibouti’s national strategic development goals.

Building Computing Power Pool Based on Energy Technology to Drive Computing-Energy Synergy

Over the past year and more, relying on its core technologies and products in new energy and comprehensive energy services, Nenghui Tech has proactively advanced its strategic layout of computing-energy synergy. The company is building a foundational computing power infrastructure and exploring strategic development in token generation and vertical industry applications.

In November 2025, Nenghui Tech invested in and established Zhejiang Nenghui Lisuan Technology Co., Ltd., a holding subsidiary, and participated in equity investment in related enterprises to consolidate core capabilities in network construction and computing power scheduling. Meanwhile, the company has collaborated with local governments and domestic partners to promote innovative business models including green power direct connection, green power direct supply, integrated green energy storage, and integrated green energy storage & computing.

In the fields of energy storage and power supply, Nenghui Tech has carried out forward-looking R&D and deployment of supporting facilities for intelligent computing centers, focusing on customized energy storage devices and high-voltage DC power supply systems tailored for smart computing hubs.
